Drag and Drop Dialog Box in Office 2007 & WinXP fails

This appears to happen in all the Office 2007 products running under Windows
XP Service Pack 3. The file and folder drag and drop, file rename or even
file or folder deletion features do not work in the dialog prompt box when
perfoming a file save operation.

For example lets say your in a document and you want to save it. The dialog
window opens up and you can see your different files and folders. Pershaps
you want to create a new folder, or you notice that you would like to move
one file or folder into another one. The system does not let you rename,
drag a file over or create a new folder.

This is only happening when we are running Office 2007 and Windows XP
Service Pack 3.

I know there was a hot fix for a similar occurence in Outlook a while back
When running under Win XP Service Pack 2. But supposedly all the updates
since then should have incorporated this hot fix.

Why doesn't the file operations dialog box window work properly when using
Win XP Service Pack 3 and Office 2007 Applications.
