You can. Any error? Also how do you drag and drop, in what view and to what?
Other than that post more info like Outlook version, mail service being used
(Exchange, POP3, IMAP, HTTP, other...) and the steps you took already to try
to resolve the problem.

Its in the messages view, I have tried to re setup
outlook, but I did not delete the archive folder. I am on
exchange. When I drag and drop it locks up outlook. I
think there is a bad file in my archive folder that is
causing this.

Could be indeed. Scan your pst-file with scanpst.exe for errors and see if
it comes up with anything. If not; try it with a new archive file.
