Dragging images to Word (pictures vs. objects)

On some computers, when I drag or paste a .GIF file into Word (or into
WordPad), it inserts the file into the document as an embedded object. On
other computers, it inserts the file as an embedded picture image. (I know
that I can insert a picture into word, but that is an awkward interface for
writing a graphics-intensive document).

What settings determine which behavior I will see? Does it have to do
with how the image file types are associated?
