Drawing a 'spoke diagram'?

Could someone please tell me the quickest and easiest way to draw what
I can only call a 'Spoke Diagram', with 10 radiating spokes plus text,
like this crude scan:

It needs to be placed onto a web page, presumably in vector format.

If you have Powerpoint 2003, you can insert a customizable "radial diagram" from the Drawing toolbar.

Thanks, mine is PP 2000. But I've now found out how to do it in
PaintShopPro, with vector drawing. My only obstacle now is to
understand how PSP can create a transparent GIF of it, so that I can
get it in a web page!
