Drop Down boxes

I want to create a drop down box where if no options are used within the drop down, then you are able to type your own answer

You can enter any item in a cell with a data validation list, if you
remove the check mark from 'Show error alert after invalid data is
entered', on the Error Alert tab in the Data Validation dialog box.
