Drop down dissapears

After following these instructions:
Data>Validation>Settings tab>Allow>List

The dropdown menu dissapears unless you click on the cell
that has the menu in it. How can I keep it visable. And
can I hyperlink each item of the list to something?

You must use a combobox if you want to keep it visible
