Drop down menu hyperlinks

Anyone know how to do this? I want to make a navigation bar on a drop down
menu and for the life of me can not figure out how. Any help is greatly
appreciated.

You can look at http://www.milonic.co.uk/. They make a very nice javascript
menu system that was featured (!) on Senator Orrin Hatch's web page...
