Dropping e-mail

I am running Outlook 2000 with Windows 98. It has recently begun dropping e-mails. People say they have sent me e-mail and I never receive it. When I looked closer I saw that when I log in the system will say that "10 messages are being received", but I will only receive 9 new messages. There seems to be no rhyme nor reason to it. Sometimes the original e-mail will not arrive, but I will receive the "reply to all" note

Any ideas?
