Dual license for Office software?

I would like to install my Office 2003 (just Access and PowerPoint) on my
laptop too, I have XP now with MS Office 2003 basic, but when I start working
remotely outside the country, I will need Access and PP. Is there no
accommodation for dual user licensing? I tried to install but wasn't allowed
b/c the CD didn't see a prior version on my laptop--there wouldnt be, it had
it's own OEM software.

If not, can I upgrade on the laptop from Office 2003 basic to professional
for a reasonable price?

that would be a "cross-grade" and can't be performed. You could buy a
retail package and install it on the desktop and the laptop.
