Not really much to go on.

If you can't get downloads, can you confirm you have a working connection to
the internet?

Mark,

You can save the file to your HD and open it from the .Cab file that it
creates. Microsoft won't DL it into your template file however...

Hope that helps.

PS. I didn't find it very useful, but you might be able to revamp it to make
it more functional... after Dl'ing it I think that I am going to start from
scratch...
