Dynamic library error

I have Microsoft office XP professional on my computer.
When trying to create a database I get the following error.
"Microsoft Access Can't Load the Dynamic-Link Library
MSJET40.dll"
"You need to resolve the error and start Access again"

I have reloaded Office.

Any suggestions
