E-mail attachments grayed out

I'm running Outlook Express with Windows XP, when I
receive an e-mail with an attachment the attachment is
grayed out were I can't open it. Is this a setting in
Outlook Express that needs to be changed or a setting for
my Norton Virus system that needs to be changed. I'm
running Norton 2003.

This can be any type of file that I receive from word to
excel to jpeg files.

Tools, Options, Security. Uncheck the box that starts with "do not allow
attachments..."
