E-mail cannot be sent to OneNote

When I click the onenote icon to send an email message to onenote I receive a
warning from Outlook 2003 saying "This Outlook item has restricted
permissions and cannot be sent to onenote" Even an email I send to myself
creates the same warning.

We have seen this issue before but we can't quite pin-point the cause.
You could try repairing your Outlook and then repairing OneNote, but I am
not certain that will help.

Does this have anything to do with the Exchange Server. I noticed LC left a
similar message and noted that he two is on a server. I had tried the repair
function and still receive the same message. I have not tried the approach to
install Outlook 2007 and then back to 2003 as LC had done.
