I collect e-mail addresses in an Access data base. How can I use that
collection as a distribution list for an on-line newsletter?

You might try using WorldCast from Fairlogic.com:

Arvin Meyer has a couple of samples (EmailSenate and EmailSenate2K) for
sending multiple reports to multiple recipients. I suppose you could use an
Access report for your newsletter.
