E-mail editor doesn't resize properly

Hi,

I have been trying to resize the editor window for a while but
whenever I go lower than 16 lines the bottom of the scrollbar
disappears. This seems a bit silly as the behaviour of every window is
to accomodate any size you want, so this does not seem consistent.

Can you help?
