E-mail Links Cause IE7's Manage Add-ons Utility to be Greyed Out

I'm running Vista Home Premium on new computer with Outlook for e-mail. If any link in an Outlook e-mail is clicked, IE 7.0 opens with the Manage Add-ons option under Tools greyed out. If IE 7.0 is opened from the Desktop shortcut, Manage Add-ons options are available. I'm using McAfee antivirus. What tweak is needed so that Outlook links open in IE with Add-ons enabled? I did check the target for IE7's shortcut, and found that "extoff" was not part of the path. I have not yet made the registry changes (at HKLM (or HKCU)\Software\Policies\Microsoft\Internet Explorer\Restrictions\) that are often suggested via searches for this problem, because there was no discussion of potential problems (vulnerabilities) from that action.
