When this service will be active, cause we are on a way to purchase
PoliteMail for sending newsletters and announcements to our BCM contact
list.
Currently there is only 300credits available, how can i purchase new
credits?

Ask Microsoft. I heard from a user that they get 300 new credits every
month, but cannot confirm that.
