E-mail Reception

All e-mails received are in duplicate. This suddendly
started happening after over a year of normal operation.
My ISP says it is due to something in my program. The day
before this started occuring, I contacted my ISP because
I lost my ability to receive e-mails. I was guided to
change some of my properties settings under TOOLS. Please
advise what steps to take to eliminate the duplication.
