E-mail & Web Site Links do not respond

When I receive e-mails with web site links or e-mail addresses in them,
and I click on these, I receive the following Outlook message:

"This operation has been cancelled due to restrictions in effect on
this computer. Please contact your system administrator."

How can I get these links to work? I am using Office XP.

P.S. Also, what may or may not be a related problem is that I cannot
send "Read Receipts". They get stuck in my "Outbox" indefinitely.
