i can't send any e-mails from a wireless home network. my e-mail worked fine
until I connected to another network (at a second home). Now, all my outbound
e-mails are stuck in the outbox. Hitting send and receive does not work. I
have also used the 'test' button in the e-mails set up, it fails but offers
no help to correct the issue.

any help is appreciated.

That's because you're trying to send your messages through a network other
than the one that contains your SMTP server. Most ISPs won't allow that.
Change the outgoing server to the SMTP server used by the network to which
you're connected. This will also require, most likely, that you have
username/password on that server.

Its to do with sending from another location, your ISP may not support this
or you may have to authenticate in accounts
