The BCWS value has always include both costs associated with resources as
well as any fixed costs. It still does. You can now define cost resources
which provides a much better capability than fixed costs. Unfortunately Cost
resource costs are not included in the BCWS value. Is this by design or a
bug?
Note: If you assign a fixed cost and a cost resource to a task a BCWS value
does not appear at the task level (for the fixed cost) but does appear in
summary levels.
