easy content management

it has been a while since using frontpage...

we need to update our website and make it easy to manage, ie. a template
with the menu and navigation and common banner, varying content on the
pages.

is there a template or an easy way with frontpage that this can be done, so
that if we change a menu option we do not have to go to every page and
update the menu?

if frontpage cant do this, are there any programs out there that are
recommended for this scenario?

You implied that you could make changes to a master template and it would
change all the associated pages. I know you can do that with shared borders
and stuff like that. Would you remind me where I should look to setup a
Master template and linked pages. I do remember using .css like that but
otherwise I am drawing a blank.

I've been using themes with shared borders at left for navigation and shared
border at top for the logo/banner, one shared border at bottom for contact
info.

when you make any navigation changes or add pages FP updates them for you
