Edit Mask

Is there a way to set up cells so that only a certain amount of numbers can
be entered into that cell or group of cells? Similar to an Edit Mask in
Access.

You could probably set something up using data validation and set the limits
to the value that can be entered into a cell

Sounds like "Data Validation" is what you're after.

Data --> Validation...
