Edit Monthly costs

I have a list of 12 x forecast costs for each month in 2006. I want to have
a split view with Task usage at the top and Gantt View at the bottom. I want
to be able to Manually enter the costs per month (not allow project to spread
it automatically from just one total) and then be able to drag the Gantt bars
back and forth and see the costs month back and foward accordingly. Is this
at all possible? It works with Work but not costs.

Total Cost is a calculated value, based on the total work performed by each
resource times their rates plus any fixed costs. It is a number Project is
reporting back to you. Project's budgeting is bottom-up cost estimating
rather than top down cost attribution. Project tells you what things are
going to cost, not the other way around were you're telling it what things
are allowed to cost, hence the inability to enter costs per period directly.
