It is probably easy, but How do I edit the No Frames page
in Html - I want to edit the Meta Tags but the only HTML
pages are shown are the ones within the frames.

The noframes page is your frameset page (1 set of meta tags)
- noframes is the content inside of the <body> tags on that page
