Edit Picture menu item grayed out

Since I have updated to XP both OS and Office, I can no
longer edit a picture by right-clicking on a picture and
have the Edit Picture menu item be available, it is grayed
out in the context menu. Do I need to turn some option on
or is this the way Office XP operates?
