Any idea why that option is in place? Is it for manually creating sites?

I think it's a leftover from 2002, where this was possible. The problem is
that you *can* change the link in the interface, providing you don't point
two project to the same site. The gotcha is that this breaks the access from
the Issues, Risks and Documents menu because the system constructs these
links rather than reading them from the database. It's a huge design blunder
and I know I'm not the only one who has taken the design team to task for
this.
