Are you sure you are using Publisher? Maybe Home Publishing? If it is Home
Publishing, you need to go to here.
news://msnews.microsoft.com/microsoft.public.home.publishing
If it is a Publisher file (.pub) Right-click the file in Windows Explorer,
properties, see if the "read only" box is checked.
