Don't want the "format publication" pane to appear each time

I do not want the "Format Publication" pane to appear each time I open a file
or begin a new publication. I can click and close it, but it is annoying to
have to do it every time.

You cannot keep it from opening. You can tear it off, minimize it to small
and drag it to a less intrusive part of your screen. Publisher will remember
this setting in future openings. You can drag it back use it and un-tear it
off again.

This is most unfortunate. This needs the ability to go away once and for all (much like the MDI needs to be re-enabled once and for all).

How do you 'tear if off' (Format Publication), minimize it and drag it somewhere on the screen.

Look on the very top left of the Format task pane, there are 4 little dots, your
cursor will change to the select mode, this is where you tear off. Notice most
menus are tear offs. This can be handy when you are filling many objects with
color or nudging objects.
