how can I edited and modified certain parts of a scanned image in Visio, like a can normally do if it was orginally created in Visio. I have a hardcopy floorplan, which my scanner scans in as a jpeg file.

jpeg is a bit image, visio does not edit bit images (other than resize).

what scan options to I have, where I would then be able to edit in Visio

your scan system will probably have to deliver the image in some form of
vector format. The problem will probably show up in that what you might
consider a straightline is imported as multiple short segments because of
where it intersects with other lines and your scanning software (not visio)
is improperly parsing out the picture.
