Editing a table

I am maintaining a website I didn't create. On one of my
pages, there is what appears to be a table, but the
borders are dashes instead of lines. When I attempt to
click anywhere in the table, the whole thing highlights,
and my cursor turns into a hand holding a peice of paper,
and it won't let me do anything else. Is this a table? If
so, how do I edit individual cells? If not, what is it,
and again, how do I edit it?

Right-click the object, and look at the resulting
shortcut menu. An option with a name ending
in "Properties" should tell you what this puppy is.
