Editing drop down properties using PWA

Why project server does not allow changing drop down value custom fields
through PWA??

I dont want to create Enterprise Outline Codes so that i can get drop down
values in PWA edit project properties.

You cannot edit fields that contain value lists in PWA. For this purpose,
you must use outline codes. Sorry.
