editing hyperlink to bookmark on same page

I am trying to edit a hyperlink that is on links bar to
bookmarks on same page. The link bars currently to other
pages. When I edit the hyperlinks now, save and then test
them they work fine. But if I close the program and open
it back up, The changes are not save at all everything
chanes back to where I started. The reports info in
internal links says that the hyperlinks have been edited.
When I save it only appears to save the broken links
report and not my changes.

The std nav bars can not be set to bookmarks
The new Custom Link bars require a server running the FP 2002 SE
