Quick fix would be to apply data>advanced filter, unique entries only and
copy to another location

Try that with the

Column A
1

2

The result will be same as the initial column. However, it does not
happen if one replaces the second one with 2.

Have I found a bug?

You need a header, Excel sees 1 as a header,
