Eliminating blank lines from FORM bottom

I have a blank line at the bottom of my protected form that creates a second
page with no information when a user expands an inserted FRAME with text.
There are 2 FRAMES at the bottom of the FORM that I want to continue on the
next page when this happens but the blank line always creates the second page
before the FRAMES get a chance to drop off the first page. If I set the
MARGIN closer to the bottom of the 2 FRAMES, the blank line drops to the
second page.

How do I remove the blank line or set the 2 FRAMES to drop to the second
page without the blank line affecting the creation of the second page?
