Email accounts not working Outlook 2003

I have recently set up new account on Outlook 2003. I tested it and it
worked. The next night it didn't work. I made no changes to settings and
have confirmed everything is set up properly. This is a problem that I've
had before with Outlook. Sometimes account settings work, other times they
don't.

The error message is: Specified server was found, but no response from
server. I can check email through ISP's webmail access, and know that email
is working. Should I change port settings from default, and if so which
ones? Do I need to re-install Outlook? Also, I tried it in Outlook Express
and got the same problem.

Is this an ISP problem? Any suggestions would be appreciated.

You need to provide more info for help. Who is your ISP? Type of email
acct--POP, HTTP? When you tested the acct settings by using the Test Settings
button did you actually receive a test email? If not, settings are wrong. Are
you using your ISP's email address or are you using their servers with a
different email acct? Remember Outlook does not work with most free web mail
accts. You should start your troubleshooting by calling your ISP's support
desk.

If your email account is with msn or hotmail, I think you are having the same
problem I had. I came to the conclusion that microsoft has made the ability
to access pop3 accounts a 'premium' service that requires additional fees. I
ended up just setting up my access through outlook to be HTTP.
