Hi Craig,
This is the auto-completion feature of Outlook 2003. It will record the
E-mail addresses you once used and is non-related with your contact folder.
If you want to delete an entry in the auto-completion list, just highlight
the entry and then press DELETE key.
If you want to disable this feature:
1. Select Tools/Options/E-mail Options/Advanced E-mail Option
2. Uncheck "Suggest names when completing fields"
Personally, I believe the feature is very useful in most scenarios. So I
would like to provide more workarounds instead of disabling it.
1. How to clear all the auto completions.
===============================
Outlook stores the auto completion database in a NK2 file. If we rename or
delete the database, Outlook will generate a new one, thus the database is
reset.
1. Quit Outlook.
2. Start Windows Explorer.
3. On the Tools menu, click Folder Options, and then click the View tab.
4. Under Advanced Settings, click to select the "Show hidden files and
folders" check box.
5. Search *.nk2 file on your hard disk
6. Right-click the .NK2 file with the name of the profile that you want to
reset, and then rename or delete it
7. Restart Outlook. Outlook will generate a new nickname cache.
Note: You should restart your Outlook to make the setting effect each time.
Because Outlook maintains a copy of NK2 file to memory while it is running.

http://support.microsoft.com/support/kb/articles/q287/6/23.asp
2. How to prevent new address entry added into auto completion list
==================================
Find your NK2 file, right click it, select properties. Select the "Read
Only" check attribute in the property pane. Outlook will never update this
file so we can prevent new address entry added into auto completion list.
When you need new address add, just clear the Read Only attribute of this
file.
Hope the information helps
