Email Alert when Project Owner changes

Is there an email alert (or can it be created) to be sent out to an
individual if they are assigned as a Project Owner - both in Proposals and
Projects?

There is no default setting in Project Server 2007 to accomplish this goal,
but with custom development, anything is possible. Hope this helps.
