Email comes with links instead of picures and it's set for HTML

My email is set for HTML and under tools, options, secuity, change automatic
download settings, the don't download picutres box is NOT checked. I am
still not receiving my emails in HTML format. All the pictures are coming in
links. How do I fix this?
