Email flowing into JUnk Email Folder

One of my current users is having issues with her email going straight to her junk Email folder even though the settings for that specific folder haven't been set yet. I checked the rules section and found that there were no rules created. I reset her default settings, and ran a detect & repair. Nothing seems to work... She was running an older system so I gave her a new Dell Optiplex 270D and a completely new installation of office 2003. The emails still flow into her junk email folder and I still can't seem to get rid of her personal folder even though there isn't a .pst on her new computer. any ideas?
