Sometimes , during a reply, the email's format is HTML and sites it is text.

Can I force it to always be HTML?

Luckily, no. If someone sends you a message in plain text, it's probably
because they do NOT want to receive HTML mail. Outlook responds, by default,
in whatever format the original message uses.
