email hyperlinks have stopped working in Outlook running Vista

Can anyone advise me on how to remove the restrictions preventing hyperlinks
received in email from working?

This has nothing to do with Outlook. This is caused by a security restriction set up
in Internet Explorer.

No, it has to do with a damaged Open action in the definition of the
"URL:HyperText Markup Language" (htmlfile) file type in the registry.
