Email in Limbo

I can receive email, and Outlook supposedly sends but it's not completely
sending. I have checked with my ISP, and the settings are correct. If I
send myself an email from their website, I receive it. If I send myself a
test email from Outlook, I never receive it, but it appears in the "Sent"
folder. My emails are somewhere floating. The ISP says their servers are
working properly, and none of the Help topics seem to address this issue. I
don't know how to solve this.

Disable the integration of your virusscanner (or any other add-in that scans
or synchs outgoing messages) with Outlook. The fact that the messages are
placed in the Sent Items folder means that Outlook has succesfully delivered
it to the mailserver. When your virusscanner acts like a mail proxy to scan
messages Outlook will deliver it to the mail proxy which is then responsible
for delivering it to your ISP.
