Email Link Issue

For some reason I cannot click web links in emails on my laptop computer
since upgrading to SP2. I get the following message: "This operation has
been canceled due to restrictions in effect on this computer. Please contact
your system administrator."

I haven't changed anything and before SP2, I could click a link in an email
to go to a web page...anyone have a suggestion as to how I can correct this.

Another question...any idea how to make outlook remember settings? For some
reason it's stopped expanding my folders for my inbox when I first start up
and I have to manually expand then all.

I've searched for the setting but can't find it anywhere.
