Why can't I follow a link in outlook?

Whenever someone sends me a link inserted into an email and I try to click on
it to follow it I get an error message. The message says this operation has
been cancelled due to restrictions in effect on my computer. It says to
contact the system administrator. But I am the administrator on my laptop.

You are claiming that you have never heard of online searching, like at
Google?
