email links blocked, but not by me

After the latest Windows Update, ALL links in emails are automatically
blocked, and I get an Outlook 2007 message box when clicking on them that
the operation has been cancelled due to restrictions on the computer, and to
contact the system administrator.

What the hell is this, and how do I get this thing undone? It's my own puter
and I didn't make any changes on it to block anything.

It means your default Internet browser is no longer properly registered in
Windows. Reset it and reassign it as the default again. How depends on you
version of Windows and which browser you are using.
