email marketing software compatbile with MS SQL or Access

Hi

Does anyone know any inexpensive email marketing software (desktop or
web-based on per license w/o ongoing fee) that can work with MS SQL and/or
Access from a "creditable" provider?

Pricing - better under $250.

We are looking for one but since it involves with our customers' email
address, we are more cautious about the creditability of the provider.
