Email not sent when written from IE Mail and News/New Message menu

I just recently purchased Office 2003. Emailing using Outlook is working
fine except when I open an email window using IE's Mail and News/New Message
menu and Outlook is closed. Instead it is sent to the Outlook Outbox. This
only happens if Outlook is closed. If this is a setting somewhere I can't
find it. Any ideas.
