email notification

Is there a way within FrontPage to automatically notify people via email when
a specific webpage within my site changes? Because my site is password
protected, I can't use any of the outside services (such as "Change
Detection.)

available in FrontPage. It seems like such an important one.

Very few web site have or offer the option to site visitors.

Also FP have no method of automatically running any type of application or server without the being
opened in the FP client application.
