Just to make sure, do you have the following options enabled?
1. Tools -> Options -> Preferences, E-mail Options button, "Display a
notification message when new mail arrives". You might not normally
want this popup box to appear but, for now, it provides some backup
while testing to check if a new message showing up in your Inbox will
trigger Outlook's "new mail" event. With this option enabled and when
you receive new e-mail, does a popup appear in the middle of your screen
or not?
2. Tools -> Options -> Preferences, E-mail Options button, Advanced
E-mail Options button, "When new items arrive" section, "Play a sound".
I'm guessing this is one of the options to which you referred as being
currently enabled. To be sure a Windows sound event is actually linked
to a sound file, open the "Sounds and Audio Properties" applet in
Control Panel, Sounds, and check that the Windows -> New Mail
Notification sound event has a sound file assigned to it. Select it and
click the right-arrow button to play it to make sure you hear something.
When you receive new messages, do you hear this sound?
3. Tools -> Options -> Preferences, E-mail Options button, Advanced
E-Mail Options button, "When new items arrive" section, "Show an
envelope icon in the system tray". This is probably the other option to
which you referred as being currently enabled. Have you checked if
there is a rightward pointing chevron on the left border the system
notification of the taskbar (i.e., the system icon tray)? If so, click
on the chevron to expand the system icon tray. Maybe it is configured
to hide the Outlook envelope icon when the application is inactive or
always hide it. If the icon is hidden, especially if always hidden,
then you won't see it unless you enlarge the system icon tray. You can
select to never hide any of the system tray icons or to always show a
particular icon. Right-click on the taskbar, Properties, and disable
"Hide inactive icons" if you never want any of them hidden; else, click
the Customize button, select the item in the icon list for the Outlook
envelope, and select Always Show in the drop-down behavior list for it,
and click OK.
